There is a known problem with FedEx servers when International Economy rates are not returned for some foreign countries, even though FedEx provides Economy service to them. FedEx is aware of this problem and is working on fixing it.

Despite this inconvenience, if you would like to ship internationally and use FedEx International Economy Service (IES), you can skip Get Rate functionality and go directly through our shipping process (you need to be logged in). If FedEx provides (IES) to the country you're shipping to, you'll get the rate for your shipment right before performing a credit card transaction. Otherwise, you'll get an error message saying that IES is not available for the destination country.
